About Our Department
Our department operates and maintains a municipal waste water pump stations, two (2) waste water substations, and approximately 20 miles of waste water main. Our Sewer department is on call twenty four (24) hours a day and seven (7) days a week all year long.
Frequently Asked Questions
How does the County charge the Village? Orange County meters the flow of waste water that leaves our village and enters the treatment plant. These daily flows are then averaged to give an average daily flow of waste water coming from the Village. The County then creates a rate per gallon of flow and charges the Village accordingly.
Who maintains the Village's Sewer District? The Village is responsible for the day to day repairs, maintenance, and pretreatment of waste water. All upgrades and chemical treatments and the personnel to maintain the Sewer District is paid for by the Village residents that live and utilize our system.
Why did my Sewer Billing increase? On January 1, 2008 the Village became responsible for the ownership and governance of the Sewer District. The rate that was in place since 2002 was not sufficient to meet the costs to pay the County for the waste water treatment and the daily operations of the district. The Village created a new rate to cover these expenses. The District was run in a deficit that exceeds $200.000 dollars while under the management of the Town of Blooming Grove. This deficit was passed on to the Village and the Village had to repay the Town's General Fund for advances to our Sewer District. Recently the Village has been notified of a New York State requirement that all municipalities within the state must address inflow and infiltration of storm water (rain / snow) into municipal sewer systems. The Village has had to increase the sewer rate to compensate for the costs related to this new New York State requirement. The positive side of this new requirement is when the Village completes the necessary repairs to eliminate storm water infiltration the amount of waste water traveling to the County's sewer plant will decrease and the charges related to the treatment and filtration of our waste water will decrease as well. As we are realistic that these repairs of our vast sewer system will take an extended amount of time to repair and correct. The Village Board is committed to managing the system in an economic and responsible matter to benefit all the residents of our Village.
Are the operators of the Village's Sewer System Village Employees? No. The operators of the Village's Sewer System are a contractual private company. They provide their own vehicles and tools to make the necessary repairs and conduct the daily maintenance. The Village supplies the necessary material.
Where does my waste water go? The Village's municipal Sewer District's waste water travels to the Orange County Sewer treatment plant located in Harriman. The County treats the waste water and the cost related to this treatment and filtration is then passed on to the Village as a bi-annually charge.
